Working hours for 2018 is the total number of days and hours to be worked over a certain period by each employee. It is convenient to track the rate using the production calendar. It provides monthly calculations of working days, weekends, holidays and working hours norms for working weeks of different duration. The provisions of the Labor Code of the Russian Federation and the Order of the Ministry of Health dated 13.08.2009, No. 588n "On the procedure for calculating the norm of working hours" are taken as the basis for deriving the standard values.

Working hours 2018

Determination of the working standard is necessary for the implementation of monthly wages. If the amount of time worked according to the time sheet meets the standard, the employee can expect to receive the full amount of remuneration prescribed in employment contract... If the hours worked are less than the norm, the amount of the salary and the allowances depending on it will decrease in proportion to the output.

The current norm of working hours for 2018 - table:

The standard working time for the reporting year 2018 by month differs due to unequal working weeks for different categories of personnel. In the standard version, the weekly working rate is 40 hours (8 hours daily with two days off, one of which falls on Sunday). For some groups of workers, the employer is obliged to establish a shorter working time - 36 hours per week or 24 hours (with daily work of 7.2 and 4.8 hours, respectively).

Self-calculation of the working rate may also be needed if the company employs minors. The limit values ​​for the duration of daily work for them are determined by Art. 94 of the Labor Code of the Russian Federation.

The monthly working hours for 2018 are the lowest in January. This is due to the long New Year holidays. There is one public holiday in February; before this date, the working day for all employees must be reduced by 1 hour.

The duration of working hours is also affected by the postponement of weekends and holidays. For 2018, the list of such transfers was approved by the Government in Decree No. 1250 dated October 14, 2017. The working time standard for March 2018 takes into account the holiday and the transfer from January 6. Due to this, two additional days of rest and one reduced working day were formed during the month.

The work schedule was also corrected in April by postponements. In May, there are “long” weekend breaks, which are typical for this month.

The working hours standard for June 2018 contains a weekend shift implemented within one month. The hourly working standard is set taking into account the public holiday on June 12 and the shortened shift the day before (20 working days x 8 hours in each working day - 1 hour reduction before the holiday = 159 hours per month).

The working hours in July 2018 have no "holiday" nuances, it reflects only full working days. Let's consider an example of calculating the July standard:

  • for a basic 40-hour week - 176 hours (22 working days x 8 hours of daily work);
  • for a 36-hour weekly production, the standard is 158.4 hours (22 working days x 7.2 hours of work per day);
  • at a 24-hour weekly standard, the hourly working time per month will be 105.6 hours (22 working days x 4.8 hours of daily work).

The working hours in August 2018 do not include public holidays or shortened days. There are no additional days of rest in September-October. There is one holiday in November, but there is no shortening of the working day before it. In December, there is an intra-month transfer and 1 shortened day on the 29th.

The formula for calculating the norm of working hours

The working time standard for a certain month is calculated according to the following algorithm:

Length of the working week in hours / 5 x Number of working days in a specific month according to the production calendar for a five-day working week - The hours by which the reduction of working time in the given month was made on the pre-holiday dates.

The annual rate of working time is calculated in the same way, only the calculation is based on the number of all working days in a year and the total annual number of hours by which work is reduced on pre-holiday days.

It should be borne in mind that the normal duration of a working week should not exceed 40 hours, including with a "six-day" (Article 91 of the Labor Code of the Russian Federation).

Summed accounting rate

With the summarized accounting of the working time, the accountant must be guided by the standards of the calculated interval approved at the enterprise without being tied separately to each month. During one such interval, an employee may alternate between overwork and shortcomings on the time sheet, and according to the total amount of hours for the required period, compliance with the standard is obtained.

For example, the norms for working hours for 2018 in the date range from January to March with a 40-hour week are 446 hours (136 hours + 151 hours + 159 hours). The employee, according to the timesheets, for the indicated months, recorded the following data on working off:

  • in January 122 hours against the norm of 136 hours;
  • in February 159 hours with the standard equal to 151 hours;
  • in March, 165 hours worked, which is 6 hours higher than the base norm of 159 hours.

As a result, in 3 months a person worked the prescribed 446 hours (122 + 159 + 165), there is no overtime, the employee will receive a salary in the prescribed amount.

What is the normal duration of labor time is a question that is important for both personnel officers and workers. According to the Labor Code of the Russian Federation, the norm is forty hours a week. This is the maximum that an employee can work in a week, both with a five-day regime, and with a six-day one.

The standard working day is 8 hours. Based on this figure, they draw up schedules and determine the balance of labor time. The monthly rate is easy to calculate based on the weekly rate. It should be borne in mind that some categories of workers are supposed to work no more than 36 or 24 hours a week.

The number of working days (weekdays) in 2019 with a five-day working week is 247. The number of days off and holidays is 118. Thus, the annual working time for 2019 with a 40-hour working week is 1970 hours (40 hours: 5 days. × 247 days - 6 hours).

How we will work and rest in 2020

The Ministry of Labor has determined how we will work and rest in 2020. New Year's holidays will decrease, but the May holidays will be lengthened. The number of working days and hours in 2020 will be more, and the number of days that need to be reduced by one hour will also change. With a shift work schedule, the duration of work still cannot exceed 40 hours per week. This is achieved by alternating the days of work and rest according to the shift schedule. The specified procedure applies, among other things, to a twelve-hour day. Therefore, the working time norm for 2019 with a shift schedule, regardless of the length of the shift, is also 1970 hours (40 hours: 5 days × 247 days - 6 hours).

The norm of night time per month has not been established under the Labor Code. However, when working at night, the duration of the shift should be 1 hour shorter, that is, the employee must work a seven-hour shift. If, due to production needs, it is necessary to work an eight-hour night shift, then the employee must be paid overtime work in the amount of one and a half.

Monthly rate of hours for 2019

The norm of working hours for 2019 by months depends on the number of weekdays. For example, in October 2019 there are 23 such days, respectively, the number of hours worked per month - 184 (23 x 8).

To calculate the hourly duration of the working week (maybe 40, 39, 36,30, 24, etc.) is divided by 5 and multiplied by the number of working days in a particular month. After that, the number of those hours by which the total reduction of the working day on the eve of the holidays is subtracted from the obtained value is subtracted.

When workers stay in the office in the evenings and work on weekends, they expect higher pay. If an irregular day on the employee's complaint is recognized as overtime work, you will have to charge overtime and pay compensation for delayed payments. It turns out that the rate of work duration per day or shift, depending on the length of the week, is as follows:

  • with a 40-hour work week, it will be 8 hours;
  • at 39 - 7.8;
  • at 36 - 7.2;
  • at 35 - 7;
  • at 24 - 4.8.

In 2019, there will be six pre-holiday days - February 22, March 7, April 30, May 8, June 11 and New Year's Eve on December 31. The duration of work on these days, as usual, is reduced by an hour. If the day off was postponed to a weekday, this day will not be shortened.

When calculating the norms, do not forget about the transfer of weekends. If it turns out that a day off and a non-working holiday coincided, the day off is postponed to the next weekday after the holiday. As an exception, a special procedure for the transfer of holidays that coincided with the weekend may be established. So, for example, part of the New Year holidays in last years added to other holidays, for example, May.

The norm of hours in September 2019

In September, with a five-day working week with two days off, 21 weekdays and 9 days off.

Working hours in September are:

  • at a 40-hour week - 168 hours (40 hours: 5 days × 21 days);
  • at 36 - 151.2 (36 h: 5 d × 21 d);
  • at 24 - 100.8 (24 h: 5 d × 21 d).

Hours in October 2019

In October, with a five-day working week with two days off, 23 weekdays and 8 days off.

The working hours for this month are:

  • at a 40-hour week - 184 hours (40 hours: 5 days × 23 days);
  • at 36 - 165.6 (36 h: 5 d × 23 d);
  • at 24 - 110.4 (24 h: 5 d × 23 d).

Annual norm of working hours for 2019

In a similar way, you can calculate the standard of working time for the year: the length of the working week (40, 39, 36, 30, 24, etc. hours) is divided by 5, then, having specified the calendar, we will multiply by the number of working days this year. From the resulting number, subtract the number of hours by which the working time will be reduced in the days preceding the non-working holidays.

Let's take a specific look at the 2019 situation. There will be 247 weekdays this year with a five-day work week with two days off. Including 6 pre-holiday days shortened by one hour, 118 weekends and non-working holidays.

Working hours in 2019 will be:

  • with a 40-hour week - 1970 hours (40 hours: 5 days × 247 days - 6 hours);
  • at 36 - 1772.4 (36 h: 5 d × 247 d - 6 h);
  • at 24 - 1179.6 (24 h: 5 d × 247 d - 6 h).

Holidays and weekend transfers in 2018

In 2018, on non-working holidays in Russian Federation are:

  • January 1, 2, 3, 4, 5, 6 and 8 - New Year's holidays (as amended by Federal law dated 23.04.2012 No. 35-FZ);
  • January 7 - Nativity of Christ;
  • February 23 - Defender of the Fatherland Day;
  • March 8 - International Women's Day;

For the purpose of rational use of weekends and non-working holidays by employees, the Government of the Russian Federation, in accordance with Article 112 of the Labor Code, has the right to postpone days off to other days. On the basis of Article 112 of the Labor Code, if a day off coincides with a non-working holiday, then in the production calendar it is transferred to the next working day after the holiday.

The transfer of days off, provided for by the Decree of the Government of the Russian Federation "On the transfer of days off in 2018" dated October 14, 2017 No. 1250:

  • from Saturday 6 January to Friday 9 March;
  • from Sunday 7 January to Wednesday 2 May;
  • from Saturday 28 April to Monday 30 April;
  • from Saturday 9 June to Monday 11 June;
  • from Saturday 29 December to Monday 31 December.

At the same time, Saturdays April 28, June 9, December 29, 2018 will be working days reduced by 1 hour.

How to calculate the standard working hours in 2018 with a six-day work week

For organizations with a five-day and six-day work week, the calculation process is the same.

Attention! Companies with a six-day work week calculate their 2018 working hours on a five-day basis.

However, if you multiply the working days by the working hours, then the number of working hours per month for a six-day week may not correspond to the number of working hours per month for a five-day week.

For example: Take October 2018. The standard working hours this month for a five-day week is set at 184 hours.

And what happens with a six-day week: (23 weekdays * 7 working hours) + (4 Saturdays * 5 working hours) = 181 hours.

What to do with discrepancies? You don't need to do anything with them. This is just a purely arithmetic discrepancy. According to Art. 129, Art. 99 and Art. 91 of the Labor Code of the Russian Federation, where the concepts of salary and overtime work are spelled out, these discrepancies cannot in any way affect the employee's salary. But the accountant of a firm with a six-day schedule must keep accurate data.
