    3. Selection of persons fit for training in the specialty 25.02.04. - "Flight operation of aircraft" (qualification - pilot) is carried out:

    3.1. Medical examination of candidates entering the training is carried out on a paid basis by medical flight expert commissions of civil aviation (VLEK GA).

    3.2. Applicants for training in the specialty 25.02.04 - Flight Operation of Aircraft have the right to pass VLEK and PO in any institutions certified in the civil aviation certification system of the Russian Federation and having a license to carry out medical activities "Medical Flight Expertise", with subsequent approval of documents in VLEK branch.

    3.3. Applicants provide VLEK with a military ID or a certificate of a citizen subject to conscription for military service (for those liable for military service). In case of limitation of suitability (“fit with minor restrictions”), the applicant must have an extract from the military registration and enlistment office explaining the reason for the restriction.

    3.4.     Rules for admission to the flight school

    1. GENERAL PROVISIONS

    1.1. Admission rules for secondary education programs vocational education regulate the admission of citizens of the Russian Federation, foreign citizens, stateless persons, including compatriots living abroad (hereinafter referred to as citizens, persons entering), for training in educational programs of secondary vocational education in the specialties of secondary vocational education (hereinafter referred to as educational programs) at the expense of budgetary appropriations of the federal budget, under agreements on education concluded upon admission to study at the expense of legal and (or) individuals(hereinafter referred to as the contract for the provision of paid educational services).

    1.2. College Admissions Rules are designed in accordance with:

    - Federal Law "On Education in the Russian Federation" dated December 29, 2012 No. 273-FZ;

    - The procedure for organizing and implementing educational activities in educational programs of secondary vocational education, approved by order of the Ministry of Education and Science of the Russian Federation dated June 14, 2013 No. 464;

    - The procedure for admission to study in educational programs of secondary vocational education, approved by Order of the Ministry of Education and Science of the Russian Federation dated January 23, 2014 No. 36;

    — Charter of the Federal State Budgetary Educational Institution of Higher Professional Education "Moscow State Technical University civil aviation";

    - Regulations on the Egorievsk ATC named after. V.P. Chkalov - branch of FSBEI HPE "Moscow State Technical University of Civil Aviation" (MGTU GA);

    1.3. Egorievsk Aviation Technical College named after V.P. Chkalov is a branch of the Federal State Budgetary Educational Institution of Higher Professional Education "Moscow State Technical University of Civil Aviation" (hereinafter referred to as the College) on the basis of the License for the right to conduct educational activities dated September 11, 2012, registration No. 0312, Certificate of state accreditation dated July 08, 2013, registration No. 0675, issued by Federal Service on supervision in the field of education and science,

    conducts admission of applicants for the specialty of secondary vocational education:

    on full-time education

    – for persons with basic general education (9 classes),

    Technical operation of electrified and flight-navigation systems - basic training, qualification - technician.

    Maintenance of aircraft with fuels and lubricants - basic training, qualification - technician.

    Maintenance and repair road transport— basic training, qualification — technician.

    The term of study is 3 years 10 months;

    - for persons with secondary general education (11 classes),

    Technical operation of aircraft and engines - basic training, qualification - technician.

    The term of study is 2 years 10 months;

    part-time study

    - for persons with secondary general education,

    The term of study is 3 years 10 months.

    1.4. Admission to college for training in educational programs of secondary vocational education is carried out on the basis of applications from persons with basic general or secondary general education.

    These persons have the right to receive free secondary vocational education on a generally accessible basis at the expense of budget allocations from the federal budget, if the citizen receives education of this level for the first time.

    1.5. Persons studying full-time at the expense of the budgetary appropriations of the federal budget are provided with meals, uniforms, a hostel, and a scholarship is paid (in accordance with the law).

    1.6. The volume and structure of the admission of persons to study at the college at the expense of the budgetary appropriations of the federal budget are determined in accordance with the target admission figures established by the Ministry of Education and Science of the Russian Federation.

    1.7. The College carries out the transfer, processing and provision of personal data received in connection with the reception in accordance with the requirements of the legislation of the Russian Federation in the field of personal data.

    2. ORGANIZATION OF ADMISSION TO THE COLLEGE

    2.1. The organization of admission to study in educational programs of secondary vocational education is carried out by the admissions committee of the college.

    The chairman of the selection committee is the director of the college.

    2.2. The procedure for the formation, composition, powers and activities of the selection committee are regulated by the regulation on it, approved by the director of the college.

    2.3. The work of the selection committee and office work, as well as the personal reception of applicants and their parents (legal representatives) is organized by the responsible secretary, who is appointed by the director of the college.

    2.4. When enrolling in a college, the observance of the rights of citizens in the field of education established by the legislation of the Russian Federation, the transparency and openness of the work of the selection committee, the objectivity of assessing the abilities of applicants are ensured.

    2.5. In order to confirm the authenticity of the documents submitted by applicants, the selection committee has the right to apply to the relevant state (municipal) bodies and organizations.

    3. ORGANIZATION OF INFORMING APPLICANTS

    3.1. The college announces admission to study in educational programs in accordance with the license to carry out educational activities in educational programs of secondary vocational education.

    3.2. In order to familiarize applicants and their parents (legal representatives) with the Charter of the University, the Regulations on the college, the license to carry out educational activities, the certificate of state accreditation, educational programs and other documents regulating the organization and implementation of educational activities, the rights and obligations of students, the college places these documents on their official website, information stand of the selection committee.

    3.3. The admission committee on the official website, information stand before the start of acceptance of documents places the following information:

    - rules for admission to the college;

    - a list of specialties for which the college announces admission in accordance with the license to carry out educational activities (with the allocation of forms of education);

    - requirements for education, which is necessary for admission (basic general or secondary general education);

    - the procedure for admission to college for training under contracts for the provision of paid educational services;

    - information on the possibility of accepting applications and necessary documents provided for by these Rules in electronic form;

    - the total number of places for admission in each specialty, including various forms of education;

    - the number of places financed from the budget allocations of the federal budget for each specialty, including various forms of education;

    - the number of places in each specialty under contracts for the provision of paid educational services, including various forms of education;

    – a sample contract for the provision of paid educational services;

    - information on the availability and number of places in hostels allocated for non-resident applicants.

    3.4. During the period of acceptance of documents, the selection committee places on the official website of the college and the information stand of the selection committee information on the number of applications submitted for each specialty.

    4. ACCEPTANCE OF DOCUMENTS FROM APPLICANTS

    If there are vacancies, the acceptance of documents in full-time can be extended until October 1 of the current year.

    4.2. Admission to the college is carried out on the basis of a personal application of citizens who have a document on basic general or secondary general education.

    4.3. When applying for admission (in Russian), applicants submit the following documents to the selection committee:

  • identity document, citizenship (original or copy);
  • a document on education and (or) qualifications certifying the level of education at the time of admission (original or copy);
  • six photographs 3x4 in size;
  • medical certificate of health status (form 086-y), certificate of preventive vaccinations;
  • a certificate from the place of work or a copy of the work book (for absentee form learning).

4.4. Upon personal presentation of the original documents, applicants are allowed to certify their copies by the college.

4.5. The applicant has the right, when applying, to use the sample forms posted on the college website.

4.6. Applicants must include the following information on their application:

- surname, name and patronymic (the last one - if available);

- details of the document proving his identity, when and by whom issued;

- information about the previous level of education and a document on education confirming it;

- the specialty for which he plans to enter college, indicating the conditions of study and the form of education (within the admission targets, places under contracts for the provision of paid educational services);

- the need to provide a hostel.

The application also records the fact of familiarization (including through Information Systems general use) with copies of the license for educational activities, certificates of state accreditation. The fact of familiarization is certified by the personal signature of the applicant.

The signature of the applicant is also certified by the following:

- receiving secondary vocational education for the first time;

— consent to the processing of their personal data in the manner prescribed by law;

- familiarization (including through public information systems) with the date of submission of the original document on education and (or) qualification.

In the event that an applicant submits an application that does not contain all the information provided for in this paragraph, and (or) information that does not correspond to reality, the college has the right to return the documents to the applicant.

4.7. The applicant has the right to send an application for admission, other necessary documents through public postal operators (hereinafter - by mail) or in electronic form to the email address [email protected]

When sending documents by mail, the applicant shall attach to the application for admission copies of documents proving his identity and citizenship, a copy of the document on education and (or) qualifications, as well as other documents provided for by these Rules. Documents are sent with a notification and a description of the attachment. The notification and inventory of the attachment are the basis for confirming the acceptance of the applicant's documents.

4.8. A personal file is created for each applicant, in which all submitted documents are stored. The personal files of applicants are kept at the college for six months from the moment the documents were accepted.

4.9. Applicant upon personal presentation of documents is issued a receipt of acceptance of documents.

Upon a written application, the applicant has the right to take the original document of education and other documents submitted by the applicant. Documents are returned by the college admissions office within the next business day after the application is submitted.

4.10. Applicants who have submitted deliberately false documents to the selection committee are liable, provided by law Russian Federation.

5. COLLEGE ADMISSION

5.1. The applicant submits the original document on education and (or) qualification no later than August 19.

5.2. After the deadline for submitting the original documents on education, the director of the college issues an order for the enrollment of persons recommended by the selection committee for enrollment and who submitted the originals of the relevant documents.

An appendix to the enrollment order is a surname list of the indicated persons.

The order with the application is placed on the next working day after publication on the information stand of the selection committee, on the official website of the college and is available until December 31 of the current year.

5.3. In the event that the number of applicants exceeds the number of places, the financial support of which is carried out at the expense of budgetary appropriations of the federal budget, persons with higher results in mastering the educational program of basic general or secondary general education, indicated in the submitted documents on education in the sequence:

- persons with a higher average score in subjects: mathematics (algebra and geometry), Russian language, physics, foreign language;

- if the average score in the above subjects is equal, persons ranked in descending order of the average score in all subjects indicated in the submitted documents on education are subject to enrollment.

5.5. If there are places left vacant after enrollment (as well as in groups of applicants under contracts for the provision of paid educational services), further enrollment is carried out from among the persons included in the full surname list.

6. RECEPTION OF CITIZENS UNDER CONTRACTS WITH INDIVIDUALS OR LEGAL ENTITIES

6.1. The college has the right to carry out at the expense of individuals and (or) legal entities paid educational services that are not provided for by the established state task.

Paid educational services cannot be provided instead of educational activities, the financial support of which is carried out at the expense of the budgetary allocations of the federal budget.

6.2. Competition (if any) for places under contracts for the provision of paid educational services is held separately. Transfer is carried out after the conclusion of contracts.

6.3. An agreement on the provision of paid educational services is drawn up in a simple written form between the college and the person enrolled in the study, and an individual or legal entity that undertakes to pay for the education of the person enrolled in the study.

The agreement specifies the main characteristics of education, including the type, level, form of education, the period for mastering the educational program, the full cost of paid educational services, the procedure for their payment, etc.

6.4. The agreement on the provision of paid educational services can be terminated by the college unilaterally in case of delay in paying the cost of paid educational services, as well as in the event that the proper fulfillment of the obligation to provide paid educational services has become impossible due to the actions (inaction) of the student.

7. FEATURES OF THE RECEPTION OF FOREIGN CITIZENS

7.1. The admission of foreign citizens to study at the college is carried out at the expense of the budgetary allocations of the federal budget in accordance with the international treaties of the Russian Federation, federal laws or the quota for the education of foreign citizens in the Russian Federation established by the Government of the Russian Federation, as well as under contracts for the provision of paid educational services.

7.2. Reception of foreign citizens is carried out on a public basis.

7.4. When applying (in Russian) for admission to the college, foreign citizens, stateless persons, including compatriots living abroad, submit:

  • application of the established form;
  • medical certificate on the state of health (medical certificate of the absence of HIV infection and hepatitis virus);
  • autobiography;
  • - a copy of the identity document of the applicant, or a document proving the identity of a foreign citizen in the Russian Federation, in accordance with Article 10 of the Federal Law of July 25, 2002 No. 115-FZ "On legal status foreign citizens in the Russian Federation”;

    - the original document of a foreign state on education and (or) qualification (or its duly certified copy), if the education certified by the specified document is recognized in the Russian Federation at the level of the corresponding education in accordance with Art. 107 federal law(in the case established by federal law, also a certificate of recognition of a foreign entity);

    — a duly certified translation into Russian of a document of a foreign state on education and (or) qualifications and an annex to it (if the latter is provided for by the legislation of the state in which such a document was issued);

    - copies of documents or other evidence confirming that a compatriot living abroad belongs to the groups provided for by Article 17 of the federal law of May 24, 1999 No. 99-FZ "On public policy Russian Federation in relation to compatriots abroad”;

    — a copy of the visa for entry into the Russian Federation, if a foreign citizen arrived in the Russian Federation on an entry visa;

    - 8 photos 3x4 in size.

    7.5. The surname, name and patronymic (the last one, if any) of the applicant, indicated in the translations of the submitted documents, must correspond to the surname, name and patronymic indicated in the document proving the identity of a foreign citizen in the Russian Federation.

    7.6. The enrollment of foreign citizens to places financed from the budget allocations of the federal budget, and foreign citizens (individuals, legal entities) for training under contracts for the provision of paid educational services is carried out after signing the relevant agreement within three calendar days.

    8. FINAL PROVISIONS

    The College reserves the right to make changes and additions to these Admission Rules in the event of relevant changes in the legislation of the Russian Federation, regulatory documents of the Ministry of Education and Science of the Russian Federation, the Federal Air Transport Agency.
