Winter Universiade 2019 is the 29th edition of the international student tournament, which will be held from 2 to 12 March 2019. The championship will take place in the center of Siberia - Krasnoyarsk. The competition will visit Russia for the first time. Our country has never become the host of the tournament. This is a unique event in Russian history. Therefore, the organizers of the sporting event are eager to surprise the imagination of the world sports community and future participants!

Where and when the XXIX Winter Universiade 2019 will take place

A large-scale competition will be organized from 2 to 12 March 2019. Russian Krasnoyarsk will become the center of sports passions. The Siberian city was chosen as the venue for the championship based on the results of voting by the members of the International University Sports Federation. The only competitor - the Swiss Canton of Valais - starred at the preliminary stage.

Russia has never hosted the Winter University Games. But our country was the capital of the Summer Universiade. The last time the tournament visited Russia was in 2013. The competition was held in Kazan.

Universiade sports facilities

Thousands of athletes will take part in the event. The organizers will prepare dozens of sports facilities for competitions and training especially for them. Let's analyze the most significant of them.

SC "Academy of Winter Sports"

Multifunctional sports complex with a total area of ​​1,549 sq. meters. It includes tracks for freestyle, cross-country skiing, snowboarding and orienteering.

SK is new. It was founded in 2012. Construction is expected to be completed in early 2018.

Park of sports and recreation "Bobrovy log"

The sports complex is intended for holding competitions in alpine skiing. It has 14 tracks, with a total length of almost 10,000 meters.

"Bobrovy Log" was opened in 2006. It is currently being actively reconstructed to meet the standards of the future championship.

Platinum Arena

The main sports facility of the 2019 World Winter Universiade. The arena will host the opening and closing ceremonies, as well as ice hockey games for men.

The facility will open in 2018. Its capacity should be 7,000 seats.

Indoor ice rink for 3,000 spectators. It will host short track and figure skating competitions.

Football stadium of the local club of the same name. During the championship, it will be converted for bandy matches.

Competition program

As part of the Winter Universiade 2019 in Krasnoyarsk, athletes will compete for 76 sets of awards in 11 types of competitions. Here is a list of them:

Tournament participants

It is assumed that the event will be attended by about 3,000 athletes from dozens of countries around the world. In the last edition, 1,604 athletes from 56 countries competed for medals. In addition to the main heroes of the occasion, the competition will be attended by many journalists, volunteers and tens of thousands of fans!

Journalists and spectators will be accommodated in hotels. But especially for athletes and volunteers, the organizers will create the Universiade Village. It will be opened on the campus of the Siberian Federal University. In the Village, guests of Krasnoyarsk will be able to rest, refresh themselves and have fun.

Sports event volunteers

It is expected that at least 5,000 volunteers from dozens of countries around the world will come to the capital of Siberia. To become a volunteer, you need to register on the official website www.krsk2019.ru and fill out a special form. It must indicate:

Stages of the

Competitions for the next academic year will be held in 4 stages, divided according to the territorial aspect. All these stages are carried out in the regions and cities of Russia, according to the previously drawn up and approved plan by the municipal department of education.

It turns out that all students who applied for participation in the Olympiad must go through 4 stages of the competition.

  1. School stage. At the beginning of the academic year, September-October 2018, competitions to assess the knowledge of schoolchildren will be held within individual schools. All parallels of students, starting from high school, are subject to testing. Tasks for the upcoming competition are prepared by the methodological commission of the region. The same department is responsible for the formation of issues for rural and regional secondary schools.
  2. City step. In December 2018 and January 2019, the next stage of the Olympiads starts, where the winners of regional and city competitions take part. These are students in grades 7-11. The tasks of this level are developed by the organizers of the subsequent stage of knowledge assessment, while the local authorities are engaged in questions regarding the location and preparation for the announced events.
  3. Regional level. From January to February 2019, the next stage of the All-Russian Olympiad is taking place. The winners of the last year's Olympiads become its participants.
  4. All-Russian stage. The organizer is the Ministry of Education of the Russian Federation. The time of the event is March and April 2019. The winners of the regional stage and last year's winners become participants in the final stage of the Olympiad. The exception is children who took first place in the competition, but lagged behind other prize-winners in terms of points.

The winners of the All-Russian Olympiad can take part in the international competition if they want. They are held during the summer holidays.

Preparation

All Olympiad tasks for 2018-2019 are divided into 2 types:

  • assessment of theoretical knowledge;

Benefits for admission to universities of the Russian Federation are provided for the Olympiads included in the List of Olympiads for schoolchildren for the current academic year, which are held under the auspices of the Russian Council of Olympiads for Schoolchildren (RSOSH) and the All-Russian Olympiad for Schoolchildren (held under the auspices of the Ministry of Education and Science of the Russian Federation ) .

2. What benefits can the winners and prize-winners of the Olympiads expect?

Upon admission to a university, winners and prize-winners of the Olympiads for schoolchildren included in the List of Olympiads for schoolchildren for the current academic year are provided with one of the following benefits:

The winner and prize-winner of the Olympiads for schoolchildren included in the List of Olympiads for schoolchildren for the current academic year can take advantage of their privilege when entering a university for 4 years.

4. Who and how determines what benefits will be provided to the winners and prize-winners of school Olympiads?

Each university has the right to independently determine the winners and prize-winners of the Olympiads, in what subject, and at what level, they receive a privilege upon admission to this university. At the same time, the university does not have the right to determine specific Olympiads, the winners and prize-winners of which are provided with benefits. If the university gives benefits to the winners and prize-winners of the Olympiads of 2 and / or 3 levels, it must provide benefits to the winners and prize-winners of the Olympiads, respectively, of 1 or 1 and 2 levels.

For example: The university decides that all the winners and prize-winners of the Level 2 Chemistry Olympiads are entitled to receive a benefit of -100 points on the entrance test in chemistry. In this case, the university is also obliged to provide benefits to the winners and prize-winners of the 1st level chemistry Olympiads. At the same time, the university has the right not to give any benefits to the students of the Olympiads in chemistry of the 3rd level.

The university also does not have the right to provide benefits to the winners and prize-winners of a specific Olympiad; benefits are given to all Olympiad winners in a given subject of a specific level.

The decision of the university:

The decision of the university:
- to grant the privilege of admission without exams to the winners of the "Future Mendeleevs" Olympiad.
- to provide the privilege “to be equated to persons who have scored 100 points on the Unified State Exam upon admission to a university to all winners and prize-winners of the“ Chemical Element ”Olympiad.

If one university provides benefits to Olympiad diploma winners in the relevant profile (mathematics, social studies, chemistry, biology, etc.), then other universities of the Russian Federation are in no way connected by this decision. The university also has the right not to provide any benefits to the winners and prize-winners of school Olympiads.

6. Who is eligible for benefits?

By the decision of the university, privileges are provided only to the winners and prize-winners of the final stages of the Olympiads for schoolchildren included in the List of Olympiads for schoolchildren for the current academic year, as well as winners and prize-winners of the All-Russian Olympiad for schoolchildren.

7. When can I find out the level of the school Olympiad in which I took part?

The levels of Olympiads for schoolchildren are approved by the Ministry of Education and Science of the Russian Federation, as a rule, together with the approval of the final version of the list of Olympiads. Of course, we can talk about the development of the modern All-Russian Olympiad from the moment the history of Russia as a federal state began. However, the foundations of this event in the field of education were laid back in the distant 19th century, when, in 1886, members of the Astronomical Community of the Russian Empire initiated an Olympiad competition in solving mathematical problems for “learning youth”.

When the Soviet Union replaced the Russian Empire on the world map, the school Olympiad movement not only did not stop, but also intensified noticeably - since the 30s of the last century, Olympiads in such disciplines as mathematics, physics and chemistry began to be held for high school students. Gradually, the Olympiads began to be called All-Union, but in the 60s the Minister of Education M.A. Prokofiev signed a decree approving a whole list of Olympiad competitions between schoolchildren.

Over time, the number of subjects in which you could demonstrate your knowledge only increased. For example, computer science was included in the list back in 1989, since 1992 geography was included in the list, two years later - astronomy and ecology, three years later - literature, and in 2000 the first foreign language was added to the list - it became German. The last expansion in the number of subjects occurred in 2016, when students began to compete in three more foreign languages ​​(Spanish, Chinese and Italian).

Disciplines of the All-Russian Olympiad

In the 2018/2019 academic year, Russian students will have a chance to compete for victory in the Olympiad rounds, which are held in the following school disciplines:

Organization of the Federal Olympiad

Victory in the All-Russian Olympiad involves going through a long and difficult path, because students will have to demonstrate their strongest sides during 4 stages:

Both the winners of the school rounds of the current year and the guys who won the Olympiad last year can participate.
  3. Regional stage. This level of the Olympiad is held for students who study in programs from grades 9 to 11. Participation is determined by the number of points scored in the municipal subject tour. As in the previous stage, both winners of the municipal stage of the 2018/2019 academic year and the last one can compete. In addition, the number of participants can be expanded at the expense of students who study abroad in educational institutions subordinate to the Ministry of Foreign Affairs of Russia.
  4. The final stage is carried out on a national scale. The composition of the final round of the Olympiad is formed directly by specialists representing the Ministry of Education and Science of the Russian Federation. Pupils who have won the current and last academic period can also compete in this round. If a situation arises that in some region of the country none of the participants in the subject Olympiad was able to score the required number of points, then the Ministry of Education may agree to delegate one student who scored at least 50% of all points for the tasks of the regional round. An exception is also possible for students who actually study in grades 5-8 of the school, but wish to speak in the subject for grade 9. The winners and prize-winners of this prestigious round are awarded diplomas that certify the right to enter any universities in the country. It is necessary to comply with only two conditions - to obtain a school certificate and enter the specialty in the profile of the subject in which the victory was recorded. Quotas for participants

It is worth distinguishing between the concepts of winners and prize-winners of rounds related to the regional and federal stages. The winner is automatically the student who scored the maximum points in his subject. The prizewinner must receive points set as passing points by the Ministry of Education.   • on a regional tour, their number cannot exceed 25%;

In what periods are the stages of the Olympiad?

The Olympiad covers almost the entire academic year: it begins in September and ends in the month of May. If we talk about individual stages, then in 2018/2019, as before, the following periods will be assigned to them:

  • the school tour runs from mid-September to the end of October.
  • the municipal tour is organized from the 20th of October to the middle of December;
  • the regional stage runs from mid-January to the end of February;
  • the final stage of the school Olympiad will take place from mid-March to mid-May.

The rival of Krasnoyarsk in the fight for the right to host the Winter Universiade 2019 was the Swiss Canton of Valais.

During the year, each candidate prepared an application dossier. On September 14, 2013, Krasnoyarsk submitted its application book to the FISU headquarters and received the status of a candidate city. The only competitor at this stage withdrew his candidacy.

Countdown clock

On June 5, 2016 in Krasnoyarsk on the embankment of the Yenisei River, a countdown clock was launched to the start of the Winter Universiade 2019. The clock started counting from 1000 days. The scoreboard gives the exact number of days, hours, minutes and seconds before the start of the official opening ceremony of the student games in Krasnoyarsk.

Management structure for the preparation of the Winter Universiade 2019

The Winter Universiade 2019 management system consists of four main levels: Organizing committee, Executive Directorate, Supervisory Board, Coordinating Board.

Organizing committee

The organizing committee for the preparation and holding of the XXIX World Winter Universiade 2019 in Krasnoyarsk was established by the Order of the Government of the Russian Federation of 18.02.2014 No. 219-r.

The organizing committee is currently headed by the Deputy Prime Minister of the Russian Federation A.V. Dvorkovich

The Organizing Committee includes representatives of the state authorities of the Russian Federation and the Krasnoyarsk Territory. The Organizing Committee makes important decisions on the organization of preparations for the Universiade: it approves the plan of organizational measures, the list of facilities for the Winter Universiade 2019.

The organizational and technical support for the activities of the Organizing Committee is entrusted to the Ministry of Sports of the Russian Federation.

ANO "Executive Directorate of the XXIX World Winter Universiade 2019 in Krasnoyarsk"

The founders of ANO "Executive Directorate of the XXIX World Winter Universiade 2019 in Krasnoyarsk" are:

  • For the Russian Federation - the Ministry of Sports of the Russian Federation;
  • On behalf of the Krasnoyarsk Territory - the Government of the Krasnoyarsk Territory;
  • On behalf of the municipal entity of the city of Krasnoyarsk - the administration of the city of Krasnoyarsk;
  • All-Russian public organization "Russian Student Sports Union".

The Executive Directorate is entrusted with the functions of interaction with FISU and international sports federations on the preparation and holding of the Winter Universiade 2019. For FISU, the Directorate is the main coordinator of actions for the preparation and holding of the Winter Universiade 2019, such as:

  • Development, coordination and approval of the sports program of the Winter Universiade with FISU and sports federations;
  • Formation of the Master Plan of preparation for the Games, approved by the FISU Executive Committee, and submission of reports on the progress of the implementation to the FISU Executive Committee twice a year;
  • Providing the facilities of the Winter Universiade with the necessary sports, medical, technical and other equipment in accordance with the requirements of FISU and international sports federations;
  • Technical preparation and provision of television broadcasts anywhere in the world and protection of broadcasting rights;
  • Coordination of issues of medical and anti-doping support;
  • Development of an operational budget for the preparation and holding of the Games;
  • Implementation of marketing programs, copyright protection;
  • Search and attraction of sponsors of the Games;
  • Development and implementation of the ticket program;
  • Information support, carrying out promotional and PR-events to popularize the ideas of the Winter Universiade, students and student sports;
  • Participation in the development of the necessary regulatory legal acts of state authorities and local self-government;
  • Organization and equipment of the Universiade Village.

The Supervisory Board is the highest collegial management body of the Executive Directorate and ensures that the Directorate adheres to the goals for which it was created, as well as control over the implementation of the Directorate's financial and economic activities.

The functions of the Supervisory Board include:

  • Changing the Charter of the Directorate;
  • Determination of priority directions of activity of the Directorate;
  • Approval of the financial plan, annual reports on financial and economic activities;
  • Appointment of the General Director, members of the Audit Commission, etc.

The Supervisory Board includes representatives of the founders, as well as the CEO of the Executive Directorate. VL Mutko, Minister of Sports of the Russian Federation, was elected Chairman of the Supervisory Board.

The Coordinating Council for the preparation and holding of the XXIX World Winter Universiade 2019 in Krasnoyarsk under the Governor of the Krasnoyarsk Territory was established by a decree in February 2015.

The Council was headed by the Governor of the Territory V.A.Tolokonsky. The composition included representatives of the executive and legislative authorities of the region, sports veterans, heads of regional federations of winter sports, outstanding athletes of the region, leaders of youth programs.

The Council coordinates the interaction of various authorities, departments, organizations and associations involved in the preparation of the Winter Universiade, develops proposals on issues related to the organization of upcoming competitions, etc.

Objects of the Winter Universiade 2019

Universiade village

The Winter Universiade 2019 Village will be located on the campus of the Siberian Federal University, in close proximity to Nikolaevskaya Sopka and most of the ski facilities:

The residential complex "University" will allow placing on the territory of the Village, taking into account the existing housing infrastructure of the university campus, more than 3000 sleeping places for athletes and accredited persons;

The multifunctional center of FGAOU VPO "Siberian Federal University" will consist of an educational and sports block with a food complex, with gymnastic gyms and training game halls, with mobile stands for spectators up to 200 seats in each, with the possibility of transforming one gym into a dining room for 700 places. In addition, the facility is supposed to accommodate a sports hall for training and warm-ups for athletes. Estimated completion date - 2018;

The residential complex "Perya" will allow placing more than 1,700 sleeping places in the immediate vicinity of the Universiade Village for volunteers and support staff. The estimated completion date is 2018.

The placement of shops, hairdressing salons, leisure centers is provided.

Sports objects

Regional sports and training complex "Academy of Winter Sports"

Start of construction 2012. The complex assumes:

  1. Multifunctional sports complex "Sopka";
  2. Sports and coaching block "Snezhny";
  3. Halfpipe complex;
  4. Complex of ski slopes;
  5. Freestyle administrative and coaching block;
  6. Freestyle trails complex;
  7. Multifunctional sports complex "Raduga";

  9. Start-up complex with a ski stadium, roller-ski trails with lighting and snowmaking systems;
  10. Sports and coaching block "Gorny".

The estimated completion date for the facilities for the Winter Universiade 2019 is 2017-2018.

Purpose: holding competitions in freestyle, snowboarding, cross-country skiing and orienteering.

All-season park of sports and recreation fanpark "Bobrovy log"

The complex was opened in 2006. 14 tracks of varying difficulty have been prepared, with a total length of 10 km and a vertical drop of 350 meters. 8 slopes have been certified in accordance with the standards set by the International Ski Federation (FIS). The carrying capacity in the winter period is up to 5000 people. By 2019, the construction of an additional sports and coaching block and the device of a video broadcasting system will be required. The block is currently being designed.

Purpose: holding competitions in alpine skiing. It is possible to hold competitions in snowboarding.

Ice Arena "Platinum Arena"

Perspective construction. The planned date of delivery of the object is 2018. Capacity up to 7000 people.

Purpose: holding competitions in ice hockey among men, holding ceremonies.

Ice arena on the street. Partisan Zheleznyak

Perspective construction. The planned commissioning date is 2017. Capacity up to 3500 people.

Purpose: holding competitions in hockey among women.

Complex "Academy of Biathlon"

The facility was fully opened in 2011. It has a sports complex with a hotel (87 places), a shooting range with 30 target installations, 12 km of ski slopes. One-time building capacity is 106 people. In 2013, the complex received a category B license from the International Biathlon Union, which gives the right to host international competitions at the level of the World Universiades. By the time of the competition, reconstruction will be required (equipment of artificial snowmaking systems and track lighting).

Purpose: holding biathlon competitions.

Ice Palace "Arena-North"

Built in 2011. It has an ice arena 60 × 30 m (meets the requirements of the International Ice Hockey Federation), a game gym and a climbing wall (meets the requirements of the International Federation of Rock Climbing). Capacity up to 3,000 people. Reconstruction is planned.

Purpose: holding competitions in short track speed skating and figure skating.

Stadium "Central Stadium"

Started work in 1967. The largest sports complex in Siberia and the Far East. The structure includes: a heated football field, an athletics center, an athletics arena, a hotel complex (105 seats). The capacity of the stands is up to 25,000 people. Reconstruction is planned.

Purpose: carrying out cultural events.

Sports Palace named after Ivan Yarygin

Commissioned in 1981. He has repeatedly hosted world championships and international tournaments in wrestling, sport dancing and artistic gymnastics. Until 1995 he worked as an ice rink. Then it was converted into a palace with a parquet arena. For the Universiade-2019, it is planned to reconstruct and install new ice equipment in order to preserve its versatility. The capacity is 3,500 people.

Purpose: holding curling competitions.

Stadium "Enisey"

Opened in 1971. The capacity of the stands is 7,000 seats. Has a field of 114 × 70 m. Reconstruction is planned.

Purpose: to host ball hockey competitions.

Ice Palace "Falcon"

Major reconstruction completed in 2012. The palace has a full-size ice arena. Capacity up to 200 people.

Ice Palace "Dawn"

Built in 2013. The palace has a full-size ice arena (61x30 m). Capacity up to 300 people.

Purpose: training ground.

Indoor skating rink "Pervomaisky"

Opened in 2011. The skating rink has a full-size ice arena. The capacity of the stands is up to 200 people.

Health care facilities

KGBUZ "Regional Clinical Hospital"

For the Winter Universiade 2019, a new surgical building will be built in the regional hospital, the capacity of which will be 615 surgical and 108 intensive care beds, 28 operating rooms with 3 shifts and up to 8 surgical procedures in each operating room every day, including 4 for emergency medical care equipped with digital navigation systems, optical visualization, multimedia technologies. The hospital services will include a full range of services, as well as intensive care and trauma care. In addition, a new emergency room will be built. The estimated date of commissioning of the object is 2018.

KGBUZ "Krasnoyarsk Interdistrict Clinical Hospital of Emergency Medical Care named after N. S. Karpovich "

In the interdistrict hospital, it is planned to reconstruct the reception and diagnostic department and build a surgical building. Emergency operating rooms are planned to be equipped with digital navigation systems, optical visualization, and multimedia technologies. Post-reconstruction hospital care - a full range of services, including intensive care and trauma treatment. The estimated date of commissioning of the object is 2018.

Helicopter pads for air ambulance

To provide medical support for the participants of the Winter Universiade 2019, 2 helipads will be built for ambulance air transport at the competition venues (directly on the territory of the Bobrovy Log fan park and the Winter Sports Academy sports training complex). The construction of the sites will make it possible to fulfill the FISU requirement - delivery of the victim to the place of provision of specialized medical care in no more than 10 minutes.

Universiade Village Medical Center

The medical center in the Universiade Village will provide primary health care to participants and guests of the Universiade around the clock with an emergency unit, an infectious unit, a trauma center, radiation and functional diagnostics rooms and a day hospital. The capacity of the center is 400 visits per shift.
