May 27, Friday, the unified state exam starts - geography and literature open a series of tests. While yesterday's schoolchildren are preparing for the exam, frantically solving tests and tormenting the Internet in search of answers, we talked with a teacher who has been working as an observer at the exam site for four years in a row. On condition of anonymity, she told how the exam looks like through the eyes of the organizer, how teachers can help children, and why it is worth seeing schoolchildren to the toilet.

How and why become an observer in the exam?

For school teachers, participation in the USE procedure is an obligation. The school administration simply puts forward a list of observers, no one asks the teachers themselves - according to the order, you go to all the briefings, and then you get into the organizing team at the exam point. At the same time, we do not pay extra for such work, we perform it as part of our school duties. The only way to avoid this is to become seriously ill.

What is included in the instruction?

The briefing takes place in three stages: the first we go through remotely, we just fill out a questionnaire on the website. If the results of the survey are not very good, they may be urged to read the rules of the exam again. At the second stage, the chairman of the venue gathers all the organizers, where they conduct a personal briefing with us, usually this happens two weeks before the day of passing the exam. The last time we are instructed on the day of the exam.

Man becomes something like furniture

It should be clarified that the concept of "organizer" includes positions that are completely different in function. Someone works as an observer in the office, and someone sees them off in the corridor, and so on. Both are organizers. In four years I managed to visit different roles.

What is the hardest thing?

It is difficult even physically to fulfill all the duties of the organizer. During the time that you spend on the GIA or the Unified State Examination, you can not use the phone or anything else. In fact, human functions are reduced to monotonous inactivity for almost four hours. Of course it's stressful. It is especially difficult to be an observer in the classroom: the teacher does not even have the right to walk around unnecessarily. A person becomes something like furniture so as not to interfere with children taking an exam.

Personally, I am very worried about the children: suddenly, because of the experiences, the child will become ill or he will begin to behave inappropriately. You have to be constantly prepared for such emergency situations, and this is very annoying.

The least honorable thing is to be on duty along the corridor: it doesn’t matter what category you have, how many diplomas, prizes and awards: during the exam, your only function is to take the children to the toilet and pick them up from there.

If you put aside all prejudices, there is at least some movement here. At the very least, you can at least walk along the corridor, quietly talk about something with colleagues. It's a little relaxing.

How the rules of behavior on the exam are changing

First of all, cameras appeared, but I can’t say that this greatly influenced the process of passing the exam. At our venue, all instructions were always followed, so I did not notice a difference. The organizers bear financial responsibility: if the cameras show that a child in the classroom cheated, and the teachers in the classroom did not react to this in any way, he may suffer an administrative penalty in the form of a fine of up to 30,000 rubles. It is clear that no one needs such problems.

During the exam, you can’t take off your jacket and hang it next to you

For children, the moment of passage to the examination point has now become tougher. If earlier it was possible to pass even with a piece of paper on which the child noted which exams he was going to, now you can only take with you a passport without a cover, a pen, a chocolate bar and water without a label. If the child comes in a jacket and it’s hot in the room, you suggest that he leave the jacket in the wardrobe, because during the exam you can’t take off the jacket and hang it next to you.

At the entrance, they check with a metal detector that the children do not have phones and even wristwatches with them, as there are a lot of smartwatch models. The child is very kindly asked to pass all things forbidden on the exam. All organizers understand that a person is already in a difficult situation and it is not worth escalating stress.

How the organizers can help the child in the exam

We can help in the exam, but strictly within the rules. If the child begins to behave incorrectly, we approach, ask if something is bothering him, thereby making it clear that his behavior is suspicious. This is usually enough for smart children. Of course, if the child behaved completely inappropriately and, after a warning, began to write off, the organizer in the office turns to the main point and he already decides the future fate of the child: will he remain on the exam or not. We had a situation where I saw that the girl had all her hands filled with formulas, and the sleeves were not long enough. I approached her and offered to go to the toilet and wash my hands. To which the graduate literally sent me, they say, as I want, I sit. I had to take action.

Only once did I slightly deviate from the instructions. When I was on duty in the corridor, a child came out to me and asked me to walk with him around the lyceum, not to the toilet and back, but through the floors. I saw that he was very nervous and he needed to move in order to bring himself to his senses. I agreed. He just walked with me in silence, and then thanked me and returned back to the audience. I want to believe that I managed to help him calm down and tune in.

How organizers can influence the success of the exam

Both the organizers and the children, in fact, are set to the same thing. All participants in the process know perfectly well that it is impossible to go beyond the rules. The child, by the way, has the right to write a complaint against the teacher, but this will not lead to anything good.

REMINDER FOR THE PUBLIC OBSERVER

1. Rights and obligations of public observers

The rights and obligations of public observers are regulated by the Regulations on the system of public observation during the state (final) certification of students in grades IX and XI (XII).

The public observer has the right:

Receive the necessary information and clarifications from the accrediting body on the procedure for conducting the Unified State Examination or the OGE;

Be present at the PES, including being in the classrooms where the exam is held;

Be present during the hearing of appeals;

Monitor the conduct of the Unified State Examination or the OGE and / or the consideration of appeals;

Immediately inform the authorized representative of the SEC, the head of the PES or the chairman of the examination committee about violations of the established procedure for conducting the exam and / or considering an appeal;

Report, send to the Department of Education and Science of the Kostroma Region information about violations of the established procedure for conducting the Unified State Examination, the Unified State Examination or considering appeals;

Receive information about the measures taken on the facts of violations of the procedure for conducting the Unified State Examination, the OGE or the consideration of appeals that he revealed.

The public observer is not entitled to:

Violate the course of the exam, OGE, consideration of appeals;

To assist or distract the participants of the exam when they perform examination papers (when considering an appeal);

In the venues of the Unified State Examination and the Unified State Examination, use means of communication and electronic computing equipment (including calculators).

The public observer must:

When carrying out public observation, have an identity document and a certificate of a public observer with you;

Follow the established procedure for conducting the exam and the exam.

If the above requirements are violated, a public observer may be deprived of his status.

The public observer is responsible for the abuse of his position in order to satisfy selfish or other personal interests in the manner prescribed by the legislation of the Russian Federation.

2. Organization of work on the PES during the exam

The work of a public observer at the examination point is organized by the head of the PES. Persons with whom the public observer interacts when resolving issues related to the conduct of the Unified State Examination in the PES: members of the SEC, the head of the PES.

On the day of the Unified State Examination / OGE, a public observer should approach the PES no later than one hour before the start of the exam to receive instructions from the head of the PES.

Prior to the start of the exam, the public observer must pay attention to the compliance of all PES premises with the requirements of the Procedure.

The public observer carries out his activities in the PES, taking into account the issues identified in the Act on the results of public control of the USE / OGE. A public observer should pay attention to the observance of the basic rules for organizing and conducting exams in the PES at each stage.

Organizer outside the audience must ensure the organization of the entrance of participants to the PES, while verifying identity documents, the presence of a participant in the distribution lists in this PES, the availability of communication equipment and other prohibited means and materials for participants;

On the day of the exam in PES must be present in addition to the USE participants, the head of the PES, organizers of the PES, members of the SEC, a technical specialist in working with software, the head of the organization on the basis of which the PES is organized (or a person authorized by him), law enforcement officers, medical workers and assistants who assist USE participants with HIA and accompanying persons;

On the day of the exam, there may be representatives of the media in the PES, who can be present in the classrooms only before the participants start filling out the forms; public observers, officials of the Department of Education, Rosobrnadzor, carrying out field (inspection) verification of compliance with the established procedure for conducting the exam if they have documents proving their identity and confirming their authority;

Only one public observer can be in one auditorium;

The presence of other unauthorized persons in the PES is not allowed;

A special room should be allocated in the PES for persons accompanying participants, representatives of the media, public observers and other persons who have the right to be present in the PES on the day of the exam;

Premises not used for the examination shall be locked and sealed for the duration of the examination;

At the time of the examinations in the classroom, stands, posters and other materials with reference and educational information on the relevant academic subjects should be closed;

Only USE participants (examined) and 2 organizers in the audience should be in the audience;

Each participant must sit at a separate workplace;

A special place must be allocated for the personal belongings of the participants. BEFORE ENTRY IN PES (before the location of the metal detector);

Audiences for GIA-11 must be equipped with video surveillance equipment;

During the examination, there are assistants who provide participants with disabilities with the necessary technical assistance, taking into account their individual characteristics, helping them to take a workplace, move around, read the task;

Participants with disabilities, taking into account their individual characteristics, can use the technical means they need during the exam;

Before the start of the exam, the organizer in the classroom must:

Warn USE participants about video surveillance in the classroom and PES corridors;

Demonstrate to the USE participants the integrity of the packaging of the delivery special package with IC;

Open delivery special packages with IR;

Record the time and date of the opening in the form PES-12-01 "Protocol of the Unified State Examination in the PES classroom";

Instruct the USE participants, including informing them about the procedure for conducting the exam, the rules for completing the examination work, the duration of the exam, the procedure for filing appeals about violations of the established procedure for conducting the State Examination, as well as the time and place of familiarization with the results of the USE.

The duration of the briefing is not included in the duration of the exam. After the briefing, the responsible organizer in the audience must record on the board the start and end times of the exam.

The organizers in the audience should not help USE participants fill out answer forms No. 1 and No. 2.

During the exam, participants should not communicate with each other, they cannot move freely around the audience and PES. During the exam, USE participants can leave the classroom and move around the PES, accompanied by one of the organizers. When leaving the classroom, participants leave examination materials and drafts on the desktop.

The duration of the exam must comply with the established standards for each subject:

On the exam:

Mathematics (profile level), physics, social studies, literature, computer science and ICT - 3 hours 55 minutes (235 minutes).

Russian language, history - 3 hours 30 minutes (210 minutes).

Mathematics (basic level), chemistry, biology, geography, foreign language (except speaking) - 3 hours (180 min).

Foreign languages ​​(section "Speaking") - 15 minutes

At the OGE:

Russian language, mathematics, literature - 3 hours 55 minutes (235 minutes).

Physics, social science, history, biology - 3 hours (180 min).

Informatics and ICT - 2 hours 30 minutes (150 minutes).

Chemistry, geography - 2 hours (120 min).

Foreign language - 2 h 10 min (130 min.)

During the exam, in addition to the EM, on the participant’s desktop there are: a pen, an identity document, a notification of the USE participant about registering for the exam, medicines and food (if necessary).

USE participants, organizers should not have means of communication, electronic computers, photo, audio and video equipment, unauthorized reference materials, written notes, etc.

During the exam, meals and breaks are organized for USE participants with disabilities to carry out the necessary therapeutic and preventive measures.

30 minutes and 5 minutes before the end of the exam, the responsible organizer notifies the participants of the exam;

At the end of the exam in the classroom, the responsible organizer in the center of view of the CCTV camera announces the end of the exam. After collecting the examination materials and signing the protocol on the examination in the classroom (Form PPE-12-01), the responsible organizer loudly announces all the data of the protocol, including the name of the subject, the number of USE participants in this classroom and the number of examination materials (used and unused) , as well as the time of signing the protocol. Demonstrate sealed returnable delivery packages with EM participants of the exam.

Attention!!! After the Unified State Examination / OGE, public observers fill out the Act on the results of public control of the established form.

A public observer may be present and observe during all stages of the work of the exam site, as well as leave the PES after the start of the exam. If a public observer has left the PES, then he no longer has the right to return.

3. Organization of work at a meeting of the conflict commission

On the day of the work of the conflict commission to consider appeals about disagreement with the USE / OGE scores, the public observer should approach no later than 20 minutes before the start of the consideration of appeals.

During the work of the commission, the public observer should pay attention to the following:

The appellant comes to the meeting of the commission on his own, or with his parents (persons replacing them);

Consideration of appeals is carried out in a timely and objective manner;

Members of the conflict commission perform the functions assigned to them at a high professional level, observing ethical and moral standards;

Appeals are handled in a calm and friendly environment;

Experts are involved in the consideration of the appeal - members of the subject commission on the subject for appropriate explanations;

Appellant certifies that he has been shown images of his examination paper;

The Appellant shall be given the opportunity to verify that his examination paper has been correctly recognized and to ensure that his examination paper has been reviewed and graded in accordance with the criteria established for that subject;

Based on the results of the consideration of the appeal, the commission makes a reasoned decision to reject or satisfy the appeal.

After the meeting of the conflict commission, the public observer fills in the relevant Act.

To make the exams fair, this year video surveillance works only online in all Belgorod venues and in the regional information processing center (previously, recordings from some locations were not broadcast in real time). At each point, mobile communications are suppressed. These and other subtleties should be monitored by public observers.

I began to remember what I know about the final certification of schoolchildren. It turned out that a little. I myself took the exam only in Russian and mathematics. It was in the year when the new format was only introduced as an experiment. And an observer without special knowledge is, in fact, useless. A solution was found: distance learning on the website egebook.ru helped to fill in the gaps. The course started at the end of March and lasted until the end of May.

The program suggested that I take a preliminary test, which I did not fail to do, hoping that I might not have to study. But I was overconfident. The computer prompted questions like, "What form is used for appeals?" - with answer options "PPE-02", "2-AP", "1-AP", "PPE 18-MASH" and "PPE-03". Or he suggested choosing from federal laws, orders of the Ministry of Education and Science and government decrees a document that regulates the operation of the information system for the GIA.

I failed to pass the test with the required number of points, so I had to study materials designed for five academic hours. After that, I passed the final test the first time and they sent me a certificate by e-mail stating that I had successfully completed the training.

No relatives

With a sense of accomplishment, I went to the Belgorod regional center for assessing the quality of education on Kutuzova, 19 which accredits public observers. They met me very politely and first of all asked what organization I belong to and whether I am a student? I replied that I myself expressed a desire. A little surprise was expressed on the faces of the workers of the center. Apparently, such volunteers come to them a little.

“Observers at the Unified State Examination are often members of public organizations and representatives of political parties who seek to be active, especially during election campaigns. Also, regions often attract students to this, - explained "BelPress" Executive Secretary of the Commission for the Development of Science and Education of the Civic Chamber of the Russian Federation Yuri Sedin. “In general, there are no statistics on the main areas of activity of public observers.”

In the application for accreditation, they asked me, in addition to my full name, passport details and phone number, to indicate the organization whose representative I am. I wrote " housewife”, so that they would not treat me as a media representative in any special way. They also warned about the restriction: the mother or other relatives of a student undergoing final certification cannot be present at the exam, as they have a personal interest. When a person submits an application, subsequently family ties are checked. I don't have any relatives who are in the 11th grade, so there were no problems with this.

The employee who accepted the application also suggested that I enter my email address there so that I would not have to go to the center a second time and pick up the public observer's certificate in person.

No one ever asked me for a certificate of completion. True, a distance course is not required. 101 people from the Belgorod region registered on the training site this year, while more than 100 people were accredited in the region 600 observers which is almost twice as much as in 2015.

Three days later, they called me back and said that the certificate was ready. But they still didn’t want to send it by e-mail. I had to go to Kutuzov to pick up the document.

Observer Students

I chose the first compulsory subject this year - Russian language. More than 7 thousand people. Another 4.5 thousand people provided the USE. They also include public observers.

Armed with a notebook, a pen, an identity card and a passport, on May 30 I went to a school in Mayskoye, where children from several settlements in the Belgorod region were to sit at their desks. At the entrance, my data was recorded in a log, after which we were escorted to the office with other observers, where we left our things. Then I went to the audience, already filled with controllers. There were at least 20 of them, among whom stood out several young people in blue T-shirts with the inscription "Public Observer Corps".

“We work with students of higher educational institutions,” explained the coordinator of the regional building Anatoly Zaitsev. - Since December, an information campaign has been launched in universities, after which any student can express a desire to conduct public control at the Unified State Examination by filling out a special questionnaire. After that, the guys attend the training seminar and are tested. Those who, as a result, scored the required number of points, become public observers. This year there are 33 of them. They control 23 schools in the region. There are also about 50 students working in the region – public observers from the Kursk region.”

Nothing to complain about

Observers were given a special form, which they fill out during the exam, noting violations.

“Nine classrooms on two floors are involved in the exam, and our headquarters is on the third floor, where you can ask your questions. You can leave at any time by marking the time of completion of the observation,” said the head of the examination point. Svetlana Kozlova.

It turned out that not everyone got seats in the classrooms - one observer was attached to each.

“The rest can’t enter the auditorium. You will prevent children from taking the exam, and then they can appeal about this, ”explained a member of the examination committee Olga Kireeva.

I didn’t get a specific office, and I went to keep order at the entrance to the examination room, where the children had just begun to enter. Most of them did not look scared at all - the guys joked and laughed, and irritation on some faces appeared only when the eleventh-graders began to be checked with hand-held metal detectors. Only one young man from time to time folded his hands in a prayerful gesture and repeated: “Oh-oh-oh-oh!”.

Nothing forbidden for students. The question was caused by a bottle of medicine found in one of them, but still the guy was allowed to pass. In another, a metal detector reacted to chewing gum in a package of foil, and in two young smokers, packs of cigarettes were found in their pockets.

The children dispersed to the classrooms, and I went to check the points in the paper given to me with reality: for example, is there a telephone connection and a safe for storing examination materials at the headquarters, is there a room for health workers, are the stands with background information on the subject being handed over closed. Among others, there was a clause that the premises not used in the examination should be closed and sealed. I went to the floor where the exam was not held at all, but even there everything was sealed.

There was nothing to complain about on any point. I still quietly wandered along the corridors, looking into the open doors of the classrooms, in which the children with a concentrated look were solving exam tasks. Finding no violations there either, I left with a sense of satisfaction.

For those who still want to try themselves as a public observer this year, there is still time. Children will take the last exams in chemistry and physics only June 20. After that, reserve days will come from the 22nd to the 30th, when exams are taken by those who could not do it earlier for good reasons, for example, due to illness or due to the coincidence of exams in different subjects on the same day.

Although the online training is over, on the site you can familiarize yourself with the information materials on your own. And you can be accredited as public observers no later than three working days before the exam.

When in gymnasium No. 87, where my children study, I was offered to become a public observer of the Unified State Examination, I gladly agreed. Next year is for my son, and my anxiety about the upcoming exams is slowly starting to turn into a panic stage. Therefore, participation in the exam seemed to me a great opportunity to learn everything myself and how to prepare for the upcoming tests.

So on a sunny May morning, I went to "observe".

The place of the exam was easily determined by the crowd of young people in white shirts. They passed computer science, so representatives of the stronger sex prevailed among the examinees. The atmosphere was moderately agitated.

One young man, in order to defuse the tension, threw a cry: “But I have answers!”. The children reacted sluggishly to the joke: cheating is more expensive for themselves, the schoolchildren learned it well, and besides, it’s easy to retake it, which already in a year will thunder (looking ahead, I’ll say that the possibility of cheating on the exam is absolutely excluded). Yes, and about the danger of ready-made answers that Internet scammers offer us with obsessive helpfulness, teachers tell us every day, starting from the 9th grade: who knows if these answers are correct? And do they answer the same questions?

At 9.00 the children and adults accompanying them lined up in a line. Lists of examinees distributed among the audiences were taken out of the school, and the formation of groups began.

Perhaps the children were sensible (they pass computer science after all) - but the formation took place clearly, as in the army. The children lined up one by one - in their left hand an unfolded passport without a cover, in their right hand a gel pen and a bottle of water (a chocolate bar taken from home has already been eaten) - and, under the benevolent parting words of the organizer, they entered the school. In my case - in PES 0813.

World of abbreviations

The first thing that "scratches" the eye and cuts the ear of the observer is the abundance of abbreviations. One can argue for a long time on the topic of why abbreviations have taken root so well in the Russian school, but an average person who is inexperienced in the intricacies of passing an exam cannot do without an interpreter. So, the most common abbreviations: GIA - state final certification. It is held in the form of a compulsory state exam (OGE) for ninth-graders and a unified state exam (USE) for school graduates and graduates of previous years (IDPs). There is a form of GVE - the state final exam, it is held for graduates with disabilities. The rest is simple: PES - the examination point, KIM - control and measuring materials (which are printed on some PES right before the exam this year), SEC - the state examination commission.

The most intense minutes are the last five before the opening of the KIMs. It took exactly one minute to distribute the materials (hours in the classroom are a prerequisite for the exam). For the next eighteen minutes, a member of the GEC read the briefing - in the voice of an announcer at the airport, excluding the possibility of misinterpretation. The exam started at 10:19 am.

Exactly in 3 hours and 55 minutes, all works will go to the PES Headquarters, where, after scanning, they will be sent for processing to the RCOI (regional information processing center). On the website of which, by the way, you can find out the preliminary results of the exam.

Without contact with the outside world

It's easier to escape from prison than to write off the exam, - one of the organizers of the exam exclaimed in a whisper. And indeed: if someone puts their hopes on cheat sheets, let them leave stupid aspirations beyond the threshold of the PES. It is impossible to write off: all vests-blazers of the examinees are left at the entrance, the phone and smart watch-gadgets are handed over to the attendant. Any unauthorized piece of paper at the sight of video cameras will be regarded as a cheat sheet, and the violator will ruthlessly go to retake the next year. All premises in the school are sealed off. It's funny, but a piece of paper with a seal and a signature is even pasted on the tank in the toilet, where the children go with their guide.

Unprecedented security measures are being taken at the Unified State Examination: in the morning, all PES for explosives are sniffed by the kindest creature - the Alfa Shepherd Dog, the examinees (very delicately) are checked with a metal detector.

Jammers work in the school building, so the phone is useless. There is communication only at the headquarters of the PES, where all the audiences are at a glance on large monitors. My journalistic notebook fell victim to information security, which I had to leave in the room for personal belongings of public observers and media representatives. To my objections that, they say, “a journalist is supposed to,” they answered me: if it’s necessary, we will open an office, you write down what you need, and we will wait. So I had to write the report from memory ...

Yesterday, June 7, the Unified State Examination in Physics and Literature took place. The head of Rosobrnadzor Sergey Kravtsov tried himself as an online observer - he even managed to identify a graduate from Kalmykia who used a cheat sheet. The unlucky teenager was removed from the exam, and he will be able to retake the subject only after a year.

This news episode perfectly illustrates the mission of a public observer: to monitor the conduct of the exam and identify violators. Public observers can either take part in the work remotely (via the SMOTRIEGE.RU website), or be directly present on the day of the exam at the examination point. In addition, the presence of a public observer at a meeting of the Conflict Commission (during the appeals) is allowed.

Almost anyone can become a public observer. Exceptions are made only for those who are employees of educational organizations, the Ministry of Education and Science, the Federal Service for Supervision in Education and Science; bodies exercising management in the field of education. Everyone else can join the work on the exam.

However, the public observer alone cannot influence the course of the examination. Its task is to fix violations and transfer them to a member of the SEC. Then the violation must be fixed by a federal public observer, elected from above, and after that information about the violation goes to the federal inspector, who makes the final decision on removal from the exam. The chain is quite long. Nevertheless, it was thanks to the introduction of a system of independent public observers that Rosobrnadzor managed to reduce the likelihood of fraud in the exam.

In 2017, more than 56,000 classrooms were involved in the USE, each of which is equipped with CCTV cameras. 93% of these cameras are broadcasting online.
The head of Rosobrnadzor noted that 90% of all identified violations in the USE are accounted for by regional public observers from among students.

However, if it is completely safe to fix violations via the Internet, then it is not always possible to identify dishonest graduates while being directly in the exam room. Volunteer students from the regions have repeatedly stated that before the exam they received threats from relatives of graduates, and at the exam itself, even teacher observers sitting nearby asked/advised/demanded not to inform on cheating teenagers.
